electronic Environment Licensing Forms (e-ELF)
You can now apply, renew or pay for an EPA authorisation on linewww.elf.sa.gov.au.
e-ELF is your single access point for all EPA licences, exemptions
and authorisations, and allows you to pay an invoice on-line with
a credit card.
New licence fee structure
The EPA is implementing the new licence fee structure between July 2008 and June 2009. This new licence fee structure was developed in consultation with industry and the community and is based on 'user pays' and 'polluter pays' principles. In this new structure licence fees reflect the EPA's regulatory effort as well as the amount and type of pollutants discharged to the environment.
Accredited licences
The accredited licence system is designed to provide companies
having a high level of environmental performance, together with
an ongoing commitment to such performance, to be freed from the
standard prescriptive approach to licensing.
An accredited licensee must demonstrate a high level of environmental
performance and an ongoing capacity to maintain and improve this
performance.
An applicant for accreditation must be the holder of an EPA licence,
have an Environmental Management System and an Environmental Audit
and Compliance Program approved by the EPA.
Before applying for accreditation, applicants should arrange
to discuss their proposals at an early stage with their licence
coordinator.
Licensing

Environment licences are governed by the Environment
Protection Act 1993 (the Act).
The Act determines that an environmental authorisation is required
before undertaking certain prescribed
activities, as outlined in Schedule 1 of the Act.
Radiation Protection licences are governed by the Radiation
Protection and Control Act 1982.
The EPA licensing fax number has changed. You should now fax
your completed forms to (08) 8204 2020.
Licences
There are a number of licence forms relevant to prescribed activities. As of 1st July 2008, the following forms are to be used:
If you are a waste transporter business only, the following three forms can be used:
(If the activity is to take place at a premises, a development
approval, required by the Development Act 1993, must already
have been granted; this is administered by local government and
the Development Assessment Commission.)
EPA to introduce long-term licences
The Environment Protection Authority Board has resolved to implement
five-year licences under the Environment Protection Act as a default
tool, and allow up to ten-year licences on application by licensees.
It is expected that these changes will commence for all licence
renewals and applications after 1 February 2006 and will assist
companies to conduct their business without compromising the environment.

Radiation
The SA radiation licence and registration forms are available
online at www.elf.sa.gov.au.
The forms are also available via downloading the PDFs below or
contacting the Radiation Protection Division, EPA on (08) 8130 0700.
Sale
Regulations 54 and 55 require that anyone selling, replacing or
disposing of x-ray apparatus or major components must notify the
division in writing within seven days of the sale or disposal.
Relocation
Regulation 63 requires that the owner of an X-ray apparatus
which is relocated must notify the division in writing within
fourteen days of the change.
Ozone
Ozone protection licensing (excluding fire protection) is now
the responsibility of the Commonwealth
Department of the Environment and Heritage. ARCtick,
as the approved industry board, will issue licences on behalf
of the department.
The Commonwealth regulations regarding licences for fire protection
systems took effect on 1 March 2005.
Water
Water licensing is now the responsibility of the Department
of Water, Land and Biodiversity Conservation.
